ICP & NJCEP Pay-for-Performance Pilot

The New Jersey Board of Public Utility recently announced the launch of the New Jersey Clean Energy Program's Pay-for-Performance (P4P) pilot with the Environmental Defense Fund's Investor Confidence Project (ICP).  The P4P program recognizes the value that project standardization brings to the market and this pilot aims to quantify will the benefits of adopting ICP protocols as an alternative technical requirement for the program's multifamily and commercial projects.  The pilot will: 
  • Determine how to successfully incorporate ICP into the NJCEP P4P Existing Buildings Program with minimal disruption to the current program while facilitating access to private financing and projects through a more robust marketplace for energy efficiency services.
  • Provide to building owners and investors increased confidence in energy savings and financial returns and test ICP as a means to streamline project due diligence and financial underwriting.
  • Offer building owners up to $35,000 in additional incentives to qualifying  Investor Ready Energy Efficiency™ certified projects participating in the pilot.
