Matt Golden is both an entrepreneur and policy advocate, committed to bringing energy efficiency in the built environment to scale as a demand side resource. Matt’s work focuses on managing performance risk as it relates to energy finance in both energy efficiency and renewable and across all sectors. Matt combines frontline experience with both State and Federal policy and has dealt extensively with regulators and utility.
Currently, Matt is Senior Energy Finance Consultant on the Investor Confidence Project, a project of the Environmental Defense Fund, working with a wide array of stakeholder to develop standard methodologies and protocols for energy efficiency project development and documentation, designed to reduce transaction costs associated with energy efficiency investment, and develop actuarial data to unlock capital markets. Matt is an authority on Energy Efficiency finance working to help match project development channels with a growing array of investment models, public programs, and capital sources necessary to get project built.
Previously, Matt was founder of Recurve Inc (www.recurve.com), he helped create the leading developer of tablet based energy auditing software for the residential energy efficiency industry based on experience gained from conducting energy audits and retrofits on over 2,000 homes. Recurve was venture funded through investments from Rockport Venture Partners, Shasta Ventures, and the Lowes Companies and was acquired by Tendril Networks in 2012.
ICP Director of Marketplace Development
Jeff Milum has 15 years of experience building innovative partnerships in technology and brings a wealth of market and business development expertise to the Investor Confidence Project where he serves as Market Development Consultant. His background includes management roles at technology giant Oracle as well as hyper-growth startups such as Saba and Newscale. Jeff recognized the opportunities associated with sustainable business and decided to pursue a career in the energy sector. After obtaining an MBA in Sustainable Business from the Presidio Graduate School, where he concentrated his studies on energy, finance, and green building, Jeff operated Alt-Watt Consulting, an alternative energy consultancy focused on financing. He and his family live at the base of Mt. Tamalpais and enjoy the duality of Marin County's outdoor attractions and the urbania of San Francisco.
ICP Technical Lead
Tracy Phillips is a Certified Energy Manager, Certified Measurement and Verification Professional, and Certified Demand Side Manager who holds an MS in Physics from Stevens Institute of Technology, in Hoboken, New Jersey. He has worked as an energy consultant for over 18 years. His areas of expertise include investment-grade energy audits, building performance analysis and diagnostics, and measurement and verification. Tracy leverages his considerable expertise as the Lead Technical Consultant at the Investor Confidence Project to manage the development and implementation of ICP’s protocols. He also is a principal at Bolder Energy Engineers, where he manages and provides energy consulting services for a host of project types, including development and analysis services related to energy efficiency projects, commissioning, re- and retro-commissioning, third-party technical review services, energy modeling and measurement and verification. He currently serves as the Chair of the IPMVP technical advisory committee, as well as the Chair of his local town’s Sustainable Energy Committee.
Dr. Steven Fawkes
ICP Europe Senior Advisor
Steve is a globally recognized expert in energy efficiency and energy efficiency finance, with over 30 years of experience in the sector. He advises new energy and clean-tech companies, is a Non-Executive Director of Bglobal plc, sits on the Investment Committee of the London Energy Efficiency Fund, and is a Trustee of the National Energy Foundation. Steve is currently working with several UK local authorities to assist them in establishing their own energy supply companies.
He was previously a Corporate Finance Partner at Matrix Corporate Capital and, earlier, led the Extel # 1 rated New Energy and Clean Technology research team at Matrix. Steve spent over 20 years implementing energy efficiency programs for many large private and public sector organizations, including local authorities and major corporates such as Diageo (Guinness), Sainsburys and GSK. He also co-founded two energy service companies, one in the UK (which is now part of RWE npower) and one in Romania. In Romania, he also developed energy efficiency programs funded by the EU, the UNDP and USAID. Steve has over 250 publications, including two books on energy efficiency, and has been an Adviser to the UK Department of Energy & Climate Change (where he assisted in establishing the Energy Efficiency Deployment Office), China’s National Development and Reform Commission and a leading Japanese engineering company. In November 2012, he won the Energy Institute’s Individual Achievement Award.
EDF Senior Manager, Clean Energy Finance
Vic most recently served as Deputy Commissioner with the City of Chicago Department of Environment, where he implemented replicable private market financing and development constructs that accelerated institutional capital flows into energy efficiency, renewable energy and climate change/adaptation initiatives.
Vic has extensive experience in energy finance in various capacities. Prior to the City of Chicago, he served as the Managing Director of TreeVestors, a forest carbon fund investing in and developing REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) to address deforestation projects in Latin America. He was also the Senior Vice President with Sindicatum Carbon Capital, a global clean development mechanism technology investor and project developer, as well as a Principal with Medley Capital, a global hedge fund transacting structured debt financings within the sustainable environmental technologies sector. Vic also served as the Principal Deputy Assistant Secretary for Legislative Affairs and Public Liaison at the United States Department of the Treasury.

He is a member of New York Mayor Bill de Blasio's PlaNYC Sustainability Advisory Board, which is developing a plan to prepare New York City for a resilient, sustainable, and equitable future. Andy also serves on the leadership committee of the Campaign for New York's Future. He was appointed to serve on a New York State commission to recommend traffic-cutting measures in 2007. EDF's New York team works with the public and private sectors to make the New York metropolitan region a global leader on greenhouse gas reduction and healthy air.

Forging partnerships among varying disciplines and stakeholders, Panama Bartholomy has managed and facilitated the creation and implementation of some of the largest climate and energy programs in the United States. Panama’s work focuses on finding policy and program solutions for communities facing energy efficiency, renewable energy, land use and climate change challenges. Panama combines frontline experience with both State and local government policy and has dealt extensively in the regulatory and utility arenas.
Currently, Panama is Director of the Investor Confidence Project Europe, a project of the Environmental Defense Fund, working with a wide array of stakeholders to develop standard methodologies and protocols for energy efficiency project development and documentation, designed to reduce transaction costs associated with energy efficiency investment, and develop actuarial data to unlock capital markets.
Previously, Panama was the Advisor on Energy and Natural Resources to California Assembly Speaker John A. Perez where he oversaw the State of California’s energy and environmental legislation and budget. He earlier served as Deputy Director of the California Energy Commission’s Efficiency and Renewables Division and advisor for Chairmen Douglas and Pfannenstiel, worked for the California Conservation Corps on vocational environmental education, and ran the Sustainable Schools program for the Division of the State Architect. Panama served on the City of Sacramento Planning Commission and the County of Sacramento Environmental Commission, and is a former board member on the U.S. Green Building Council (USGBC) and past president of the Northern California Chapter of the USGBC.
ICP Europe Technical Director
Luís Castanheira is a leading practitioner, trainer and consultant on sustainable energy, with fifteen years of experience at an international level. He is also the Managing Director of Energaia – South of Porto Metropolitan Area Energy Management Agency and a lecturer at ISEP - Porto Polytechnic Institute Engineering School, where he is responsible for the courses on Energy Efficiency in Buildings and Energy and Sustainability. Furthermore, he has assisted the European Commission both as an Expert Evaluator in the framework of Intelligent Energy and Horizon 2020, as well as an Energy Efficiency Expert in technical assistance activities to developing countries.
EDF Senior Assistant
Audrey is part of the Environmental Defense Fund’s Smart Power team, which works with state Public Utility Commissions, policymakers, and other key stakeholders. The goal is to modernize the antiquated electricity grid and spur investments in and break down the regulatory and financial barriers of renewable energy, energy efficiency, and other innovative ways to generate and use energy. Audrey supports the ICP team in numerous invaluable ways and basically keeps the wheels on the this moving bus.
