Enabling Markets for Energy Efficiency
The Investor Confidence Project is enabling a market for investment quality energy efficiency projects, by reducing transaction costs and engineering overhead, while increasing the reliability and consistency of savings. For the last two years, the Environmental Defense Fund has worked with a cross-functional team of industry experts to assemble existing technical standards and best practices into a straightforward set of protocols that define a clear road-map from efficiency opportunity to an investment quality project with reliable returns and access to markets.
Through collaboration between our many active allied organizations, the Investor Confidence Project is assembling a growing marketplace connecting origination channels to a wide range of project investors. This growing coalition includes both equity and debt finance companies, building owners and managers, energy service providers, insurers, engineers, utilities, and a range of NGO and public sector organizations.

Unlocking Investment: Data and Standardization
The Investor Confidence Project has developed a portfolio of energy efficiency project level protocols that standardize both the engineering and documentation of an energy efficiency retrofit resulting in reduced investor transaction costs and manageable performance risk. This system is a key element necessary to enable the acceleration of energy efficiency investments and the emergence of a robust and thriving commercial building sector.
The ICP Efficiency Project Framework provides a foundation for consistent, predictable and reliable savings outcomes through Energy Efficiency Performance Protocols defining necessary standards, processes, and documentation package to enable a wide range of market actors to manager energy performance risk and treat energy efficiency as a resource. The ICP Energy Efficiency Performance Protocols will enable the monetization of energy efficiency investments, allowing investors to manager performance risk while ensuring building owners achieve the many benefits of energy efficiency including reduced operating costs, higher market value, enhanced productivity and a significantly lower carbon footprint. The Investor Confidence Project is a living system driven by the needs of an evolving industry, and the specifications will progress over time, with your help. We are constantly looking for feedback on our protocols and input through our active working groups, and encourage interested parties to participate and become an ICP Ally.
